Bobby Baker was a political advisor and secretary to Lyndon B Johnson during his time in the Senate and as Vice-President. Unfortunately, most information on the Internet borders on the conspiratorial, discussing Baker and Johnson's potential involvement in the assassination of John F. Kennedy.

Speech Relevance

There is only a brief reference to Baker in 'A Time For Choosing':
So now we declare "war on poverty," or "you, too, can be a Bobby Baker!"


Reagan's comment was likely in regards to rampant corruption that surrounded Baker. Johnson, Baker and likely others fought their own, personal "war on poverty" and became wealthy and powerful thanks to less-than-legal means of bribery and kick-backs.
