The Kerr-Mills Bill was, in some ways, a compromise on the creation of a Federal health insurance system. Instead of mandatory enrollment for anyone on Social Security, like Medicare, the Kerr-Mills Bill provided funds to the states to compensate for those who could not afford private insurance. The bills sponsors were Senator Robert S. Kerr and Congressman Wilbur Mills.

It was also known as the Medical Assistance for the Aged Act.
