Lyndon B Johnson during his time in the Senate and as Vice-President. Unfortunately, most information on the Internet borders on the conspiratorial, discussing Baker and Johnson's potential involvement in the assassination of John F. Kennedy.

Reagan's comment was likely in regards to rampant corruption that surrounded Baker. Johnson, Baker and likely others fought their own, personal "war on poverty" and became wealthy and powerful thanks to less-than-legal means of bribery and kick-backs.
